VAHAN and SARATHI Parivahan Sewa Intitiative: Standardizing Vehicle Registration and Driving Licenses

To ensure consistency, accuracy, and timely availability of information related to vehicle registration and driving licenses, it became necessary to establish uniform standards across the country. In order to achieve this, the SCOSTA committee was formed with the objective of recommending standardized software that could be implemented nationwide. 

The  Parivahan Sewa Ministry of Road Transport and Highways entrusted the National Informatics Centre (N.I.C.) with the task of standardizing and deploying two software applications – VAHAN for Vehicle Registration and SARATHI for Driving Licenses. These applications were designed to comply with the requirements of the Central Motor Vehicle Act, 1988 and State motor vehicle Rules. Customization was incorporated into the core product to meet the specific needs of all 36 States and Union Territories in India. The ultimate goal was to consolidate and compile data pertaining to Vehicle Registration and Driving Licenses from all states into a State Register and a National Register.
