Aadhaar Update Fees to Increase; UIDAI Introduces Home Enrolment Service

The Unique Identification Authority of India (UIDAI) has released a comprehensive new framework for Aadhaar service charges and the financial incentives provided to its Registrars. In a major policy revision, UIDAI has outlined a two-phased increase in both the fees citizens will pay for certain updates and the financial assistance given to partners for new enrolments and mandatory updates.

Effective from October 1, 2025, the new structure aims to create a more financially sustainable ecosystem for Aadhaar partners while clearly defining the costs for residents. The update also formalizes charges for a new premium Home Enrolment Service.

Revised Rates: 2025 to 2028

For the three-year period starting October 1, 2025, UIDAI has defined the following rate structure. The table clearly shows the services that remain free for residents, the services for which residents will have to pay, and the corresponding financial assistance UIDAI will provide to its Registrars for successful transactions.

UIDAI has also provided a clear roadmap for the future, with a second rate hike planned for October 2028.

Effective from Oct 1, 2028, to Sep 30, 2031:

New Premium Service: Aadhaar at Your Doorstep

For the first time, UIDAI has introduced defined charges for a Home Enrolment Service.

  • A service charge of ₹ 700 (incl. GST) will be levied for the first resident.
  • For each additional resident at the same address, the charge is ₹ 350 (incl. GST).
  • Important: This service charge is in addition to the normal fees applicable for the Aadhaar update service being availed (e.g., demographic or biometric update).

Exception for Non-In-House Model Registrars

The new, higher assistance rates are not applicable to all partners. Registrars who do not operate under the “in-house model” will continue to receive the existing, lower rates of ₹ 50 for both Aadhaar Generation and Mandatory Biometric Updates.

Is getting a new Aadhaar card still free?

Yes. Aadhaar enrolment for all age groups remains completely free of cost. Mandatory Biometric Updates for children (ages 5-7) and teens (ages 15-17) are also free.

How much will it cost to update my address from October 2025?

From October 1, 2025, a demographic update (which includes address, name, DoB, etc.) or a document update will cost ₹ 75.

What is the new Home Enrolment Service?

It is a premium service where you can request an Aadhaar operator to visit your home. The visit costs a service charge of ₹ 700 for the first person (plus the standard update fee). For example, a home visit for a demographic update would cost ₹ 700 + ₹ 75 = ₹ 775.

Why are there two separate future dates for the rate changes?

UIDAI has created a clear, long-term financial roadmap. The first set of new rates is effective from October 2025 to September 2028, and a second, higher set of rates will apply from October 2028 onwards.

Why is UIDAI increasing both the fees for citizens and payouts for partners?

This overhaul aims to create a financially self-sustaining model for the Aadhaar ecosystem. Increasing fees helps cover costs, while increasing payouts to partners incentivizes them to provide high-quality, accessible services across the country.
