The Government of India has approved the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) on July 1, 2025 to accelerate employment generation, improve employability, and strengthen social security across sectors, with a special focus on manufacturing.
The scheme, also known as the Employment Linked Incentive (ELI) Scheme, was framed after detailed consultations with trade unions, industry associations, labour-intensive ministries, and experts. To ensure smooth implementation, a Steering Committee of key ministries and an Executive Committee for monitoring and oversight have been set up.
PMVBRY will run with a budget outlay of ₹99,446 crore from FY 2025-26 to FY 2031-32, and the registration window will remain open from August 1, 2025, to July 31, 2027. The scheme is divided into two parts:
- Part A – Incentives for 1.92 crore new employees.
- Part B – Incentives for employers creating about 2.59 crore additional jobs.
e-Shram One-Stop-Solution Strengthened
In line with the Budget 2024-25 announcement, the Ministry of Labour & Employment launched the e-Shram “One-Stop-Solution” on October 21, 2024 to help unorganised workers access various social security schemes through a single portal. Workers can also track benefits already availed.
So far, 14 major welfare schemes have been integrated into e-Shram, giving crores of unorganised workers direct access to insurance, housing, employment, and healthcare benefits.

Mobile App for e-Shram
To further improve access, the e-Shram mobile application was launched on February 24, 2025. It allows unorganised workers to check and avail benefits in real time.
Focus on Gig & Platform Workers
In the Union Budget 2025-26, special measures for gig and platform workers were announced. These include registration on the e-Shram portal, issuance of digital ID cards, and extension of healthcare benefits under Ayushman Bharat – PMJAY.
