Prime Minister Shri Narendra Modi launched multiple youth-focused initiatives On: 04 OCT 2025 at the Kaushal Deekshant Samaroh at Vigyan Bhawan, New Delhi, aiming to boost skill development, education, and employment opportunities across India. The programmes, valued at over Rs.62,000 crore, are designed to empower the youth and strengthen India’s workforce.

During the event, the Prime Minister highlighted the importance of skill and knowledge as India’s greatest assets. “ITIs are not only premier institutions for industrial education but also workshops for building an Atmanirbhar Bharat,” he said. Shri Modi also emphasized the role of the new PM-SETU scheme in connecting youth to global skill demands.

Background:
The Kaushal Deekshant Samaroh is the fourth edition of the National Skill Convocation, organized under the Ministry of Skill Development and Entrepreneurship. The event celebrates achievements of Industrial Training Institute (ITI) students and showcases India’s focus on youth skill development. Through schemes like PM-SETU, vocational skill labs, and upgraded educational infrastructure, the Government aims to enhance employability, bridge the skill gap, and promote entrepreneurship across the country.

Key Initiatives Announced:

  • PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs): ₹60,000 crore scheme to upgrade 1,000 ITIs nationwide with modern machinery, industry trainers, and global-standard curricula.
  • 1,200 Vocational Skill Labs: Established in 400 Navodaya Vidyalayas and 200 Eklavya Model Schools across 34 States and UTs for hands-on training in 12 high-demand sectors.
  • Jan Nayak Karpoori Thakur Skill University: Inaugurated in Bihar to impart vocational and industry-oriented courses.
  • Bihar Student Credit Card Scheme: Redesigned to provide interest-free loans of up to ₹4 lakh for higher education.
  • Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana: Monthly allowance of ₹1,000 for nearly 5 lakh graduate youth annually, along with free skill training.
  • Academic Infrastructure: Foundation laid for new facilities at Patna University, Bhupendra Narayan Mandal University, Jai Prakash Vishwavidyalaya, Nalanda Open University, and Bihta campus of NIT Patna.
  • Employment Support: Over 4,000 government appointment letters distributed; scholarships worth ₹450 crore released under Mukhyamantri Balak/Balika Scheme.
