The Department of Pension & Pensioners’ Welfare (DoPPW) is set to launch its fourth and most ambitious Nationwide Digital Life Certificate (DLC) Campaign from November 1st to 30th, 2025. This massive undertaking will span 2,000 districts and sub-divisional headquarters, aiming to generate a record 2 crore digital life certificates to ensure the seamless continuation of pensions for senior citizens across India.
The campaign represents the largest-ever outreach initiative for pensioners, with a significant emphasis on using Face Authentication technology to simplify the submission process.This initiative builds on the success of the 2024 campaign, which saw the generation of 1.62 crore DLCs, including over 50 lakh certificates processed using face authentication.
A broad coalition of government bodies and financial institutions will collaborate to execute the campaign. Key partners include 19 Pension Disbursing Banks, the India Post Payments Bank (IPPB), UIDAI, and MeitY, alongside various ministries and 57 Pensioners’ Welfare Associations (PWAs). The collaboration aims to reach every pensioner, even in the most remote corners of the country.
Key Features of the Campaign:
- Extensive Reach: Camps and services will be available in 2,000 districts and over 300 cities nationwide.
- Doorstep Services: The India Post Payments Bank will leverage its vast network of 1.8 lakh Postmen and Gramin Dak Sewaks to offer doorstep DLC services, using mobile devices equipped for both fingerprint and face-based verification.
- Special Assistance: Pension disbursing banks will conduct visits to the homes and hospitals of aged, disabled, or sick pensioners to provide assistance
- Mass Awareness: An extensive awareness campaign will be launched via SMS, WhatsApp, social media, and local media to inform pensioners about their options for submitting the life certificate.
The annual submission of a life certificate in November is mandatory for the continued disbursal of pensions. This year’s digitally focused campaign aims to make this process more accessible and convenient, embodying the government’s commitment to enhancing the “ease of living” for its senior citizens through technology.
