Is UPI free or forever?

While personal bank-to-bank UPI payments generally do not have fees for users, the service is not entirely free. The Reserve Bank of India (RBI) Governor noted that the cost of running the system is currently being borne by someone, often subsidized by the government. Therefore, while users are not charged for now, UPI may not remain free forever.
