Who decides who wins a chargeback?

The customer's bank, known as the issuing bank, is the primary decision-maker in the chargeback process. After the cardholder files a dispute, the issuing bank investigates the claim based on the rules set by the card networks (like Visa or Mastercard). They review the evidence submitted by the merchant and ultimately decide whether to accept or reject the chargeback request.
