Is giving UPI transaction ID safe?

Sharing your UPI ID is generally safe for receiving money, as the ID alone cannot be used to withdraw funds. Money can only be debited from your account after you enter your secret UPI PIN on your own device. The risk lies in fraudulent activities, such as scammers sending fake "Collect Requests" and tricking you into entering your PIN to approve the payment, which results in you sending them money. Never enter your UPI PIN to receive money.
