How to set UPI without debit card?

You can set up UPI using your Aadhaar card if your bank supports it. Choose the Aadhaar-based verification option in the UPI app, enter the first six digits of your Aadhaar number, and verify with the OTPs sent to your registered mobile number to set your UPI PIN.
