We allow only a single Paytm wallet per customer. Therefore a KYC document used once can’t be reused again. However you can reach out to Paytm support team to release Aadhaar from old mobile to attempt KYC again. Go to Paytm.com/care/ticket and select ‘ Not able to use Aadhaar for KYC’-> ‘Aadhaar number linked to my other account’ and submit your details.

You can always do KYC yourself on Paytm app if your mobile number is linked to Aadhaar. If not you can schedule a visit from app.
RBI has defined different levels of KYC. Refer above<link to diff KYC image>, If you have only submitted a govt id but have not done Aadhaar verification via OTP or In person verification , you will not be able to send money to any other user or bank account.
